My guess is that Codemasters is offering GRID 2 for free in order to build an audience for its upcoming GRID game. Earlier today, Codemasters announced that a new GRID game will release in September 2019.
As for EA, well this was an unexpected giveaway. The Sims 4 was originally released in 2014 and has a lot of DLCs. Thankfully, the game does not have any microtransactions so this is something that will at least please those that were interested in it but haven't bought it yet.
